Construction Begins on I-264 West Off-Ramp at Ballentine Boulevard
The Virginia Department of Transportation (VDOT) has begun a construction project to improve traffic flow at the Interstate 264 (I-264) west off-ramp at Ballentine Boulevard (exit 12) in Norfolk—near the campus.
The $1.9 million project is designed to reduce ramp backups on I-264 and improve traffic operations at the intersection made up of interstate ramps, a city street and an adjacent light rail crossing.
Improvements include widening the existing westbound off-ramp from I-264 to add two right-turn lanes, along with a left-turn lane onto Ballentine Boulevard. The project also includes signal modifications, drainage improvements, and construction of a raised median island to better manage and improve turning movements at the intersection.
During construction, motorists should expect shoulder, lane and ramp closures, as well as traffic shifts on the ramp. Construction is estimated to be complete in early 2026. All work is weather- and schedule-dependent; therefore, this schedule could change.
